6. Section 5 confers on the Governor in Council the power of making regulations for the purposes see cified in the section. Phaps the most important power is that of granting exclusive rights.

Sections 6 and 7 deal with offences and penalties,

Section 8 gives power to seize vessels suspected of being used to commit offences against the Ordinance,

Section 9 excepts any ferry maintained by the Star Ferry Company Limited between the piers which are being used at present by that company.

This was done because the rights of the com-

pany depend on the lease of the Ice House Street piler and on certain other agreements with the Government.

In my opinion this is an Ordinance to which His Excellency the Officer Administering the Government may properly assent in the name of His Majesty and on His behalf.
